I am trying to remove the drop link arms easy enough i thought.
I can get a17mm socket on the one end and on the other end nothing.
It seems as if it should be a17mm spanner though i can't get it on so any ideas how to get it off easy?

these can be a nightmare to remove... if you spin the nut round you should find a cut out at the back for another 17 mm open end spanner...
be careful not to round off this bit as you slowly work off the nut..or you will be definitely cutting them off..

Yes I did turn the nut and positioned the back so the flats were accessible but i couldn't get the 17mm spanner on at all.

There's no room to get a standard spanner in. Ideally you need something like one of those thin bicycle spanners.
Or an angle grinder
I managed to grab it with some mole grips.
