Last time I saw Phanthom it was on the Reeperbahn in Hamburg.
Costumes seemed to sort of come and go.
Thinking of it, so did the 'actors'

Best hoot I'd had for years. Myself and posh ladyfriend of the time in a seedy club, initially with just a few blokes in macs.
Bit of desultory bonking on stage, but not really exciting enough to distract you from the ice cream.
Then it started to fill up - with families would you believe? Father, Frau, Teenage kids, Grans, the lot.
Lights go down, older but well preserved wench in stunning red frock comes front of curtain and babbles away in kraut. Audience goes ape-poo, whistling, cheering, applauding.
Lights go down, curtain opens, quite elaborate set with high brick wall and coke powered brazier under lampost. Red frock tart comes back on and starts belting out Lili Marlene. By the time she gets to the chorus the entire audience (bar two) is singing their heads off. The two are meanwhile sinking lower in their seats and trying not to look too English in case we get caught up in the new invasion of Poland which looks due to start anytime soon.
Once that's over Red Frock comes out and announces the main event which turns out to be a truncated version of Phanthom with bonking.
Cast is a bit sparse for such a production so every now and then one of the ice cream girls will appear on stage in costume (briefly) then get down to a bit of horizontal jogging (or vertical) and then exit offstage to reappear back in the aisle shortly with ice cream tray.
Left me hoping they remembered to wash their hands.
Didn't notice the bloke that used to play Frank Spencer anywhere in the production. But, on reflection, I didn't notice any of the male members (so to speak)

Sounds similar to a bar in Berlin we used to go in, was clothing optional, but you had to keep your shoes on to comply with the Fire Safety regs (nasty images of fat overweight boxheads in boots and stilletos )
Germany, you cant beat the place for slightly eccentric night spots
And shame on you, any decent bloke knows Lili Marlene was sung by both the Alied and the Axis forces
