Sluggish Rear Wiper

Hello. I'm new to the site and need some help.
I own a 1999 1.7 and the rear wiper has become very sluggish... it is almost as if the battery were running down, but I know this is not the case.
It has now reached the point point where it cannot drag the wiper across the rear windscreen even when wet. I have cleaned the contacts and changed the wiper motor too, only to have the same symptoms persist.
Any help would be most welcome.

nearly always an earthing issue... make a new earth wire to the body or inspect the old one and see if it's loose or corroded

Thanks. I checked the main earth strap and that seemed to be OK. So, I took of the facias around the tailgate area... nothing was amiss and the voltage to the pins seemed OK. I must have made a loose connection good in the process of the examination as it now working just fine!
