doesn't work like that - the idea is that if you put out more rubbish than a certain amount you get charged more and if you put out less you get a refund - because the scheme must neither make nor lose money the set amount has to be calculated to be some sort of average

instead of getting a deduction from our council taxes I expect there will be an increase to cover the salaries of those employed to administer this *good* idea

I'm just waiting for when we get a poo tax depending on what we've eaten.
