Welcome.
The short answer is with great difficultly.
The long answer be patient or find a very good person who can cut a new bit to use or get your self more visible on forums that are very racing puma active and where people are doing repairs.
Generally the frp rear arch bubbling is topical and you may not need any new metal.
If you look in the project section and read my rust thread you will see where I did have rust to cut out on the arch to see if that is what you have.
searching is fruitful | I'm a sponge not a mechanic | please do try that if stuck with a Puma problem whilst waiting for a reply | For the Puma fan this read 'The Inside Story Book' is very nice to own sometimes still seen for sale

If it is only surface rust you wont need new plates. the rear arches can rust just from stone chips, so only surface rust.
Have a look at my thread to see if you have a patch of rust coming through from the inside.
