Hcv Or Something Else?

Can you help confirm that it's the HCV that is causing my problems, or if it's likely to be something else?

These are my symptoms:

1. The heater will not give maximum hot air at all, only "somewhat warm"

2. The heat adjustment is not stuck at one temp, but lets me change temps

3. Heat adjustment is slow, however

4. The system will change the heat level on its own - I leave the controller on max heat, but the system alternates between warm and not so warm

...I'm asking beacuse in the case of the HCV, people usually report it is stuck. As you can see, that's not it in my case. Please share your knowledge if you can help me pin point the problem.
